The multibillion-dollar surge in federal contracting to bolster the nation's domestic defenses in the wake of the Sept. 11, 2001, attacks has been marred by extensive waste and misspent funds, according to a new bipartisan congressional report.

Lawmakers say that since the Homeland Security Department's formation in 2003, an explosion of no-bid deals and a critical shortage of trained government contract managers have created a system prone to abuse. Based on a comprehensive survey of hundreds of government audits, 32 Homeland Security Department contracts worth a total of $34 billion have "experienced significant overcharges, wasteful spending, or mismanagement," according to the report, which is slated for release today and was obtained in advance by The Washington Post.

The value of contracts awarded without full competition increased 739 percent from 2003 to 2005, to $5.5 billion, more than half the $10 billion awarded by the department that year. By comparison, the agency awarded a total of $3.5 billion in contracts in 2003, the year it was created.

I'd love to say that six years of Republican gubment has only left you ripped off, more vulnerable, and in worse shape than you were six years ago.

Unfortunately, that's not all this awful, awful Republican gubment is going to leave you.

WASHINGTON - Civil rights leaders said Thursday that President Bush's signature to extend the 1960s civil rights law against racist voting practices will be just a footnote in history if the government fails to enforce it.

At a bill signing ceremony at the White House to extend provisions of the 1965 Voting Rights Act, Bush pledged to stand behind the law that opened polls to millions of black Americans.

"Today, we renew a bill that helped bring a community on the margins into the life of American democracy," Bush said. "My administration will vigorously enforce the provisions of this law, and we will defend it in court."

And why not?  After all, Bush already "won" two elections by totally violating that law.

What does Bush care?  He can't run anymore.  Let the darkies vote!

But At Least No One Is Sending Federal Judges Really Mean Emails

WASHINGTON - Threats against federal judges are on a record-setting pace this year, nearly 18 months after the family of a federal judge was killed in Chicago…

Threats and inappropriate communications have quadrupled over 10 years ago. There were 201 reported such incidents in the 1996 government spending year and 943 in the year that ended Sept. 30, the Marshals Service said.

This year alone, the Marshals Service has had 822 reports of inappropriate communications and threats, a pace that would top 1,000 for the year…

Supreme Court Justice Ruth Bader Ginsburg revealed in February that she and former Justice Sandra Day O’Connor were threatened a year ago by someone who called on the Internet for the immediate “patriotic” killing of the justices.

The rise in civil lawsuits, especially those filed by people who do not have lawyers, and a change in criminal cases in federal courts helps explain the rise, Marshals say…

Hmmm...really?

So it's tort reform we need to protect federal judges?  Sounds like it's a bunch of them ol' "frivolous" lawsuits plaguing our justice system again--this time not only costing taxpayers and bidnessmen money, but actually putting people's lives in danger!

It's probably that.  It's probably a lot of kaaaarazy people filing lawsuits.  Most likely left wing moonbats looking for shit under the Freedom of Information Act, stirred up by all the naughty words liberal bloggers keep using on the internets.  That's probably responsible for this unprecedented rise in violence against judges.

Though, you know, it just might be the result of a nearly non-stop thirty year campaign of right wing nuts actually encouraging people to kill, harm, and hate federal judges, a campaign which has reached its zenith under Bush administration which considers right wing nuts to be its "base".

That's your modern Gee Oh Pee.  It likes to whip up the hate and gin up the rubes and always winds up flat-footed and surprised when someone gets a chair broken over their head.

Earlier today, a sort of marginal, little known blogger was making fun of Adam Nagourney, ace political reporter for the librool and treasonous New York Times, because, apparently, Nagourney researches his articles by watching FOX News.

It's sad, and probably true. And, if you thought about it too much, it might really make you want to use naughty words when reading the librool media chide bloggers for not getting their facts straight:

Even though, in that case, the blogger was joking.  Which would mean that the AP reporter was not really being friendly with the facts when reporting that bloggers are not always friendly with the facts.

You read that and then you want to write, "Wow, what a fucking douchebag."  Except you don't want to write that because then some fucking douchebag who works for the AP will write a story and claim that Web 3.0 truism is that bloggers use naughty words in conjunction with feminine hygene products.

But only on the Left.

The right wing blogs are not shocking in their use of naughty words nor their references to feminine hygene products.  They pretty much stick to the commonly accepted cliches of civil discourse, such as "traitors", "treason", "gas chambers", and public hangings.

So, anyway.  That's funny and sad, and stupid.

But what I wanted to say was that I think little read bloggers like Duncan Black, while being as fact unfriendly as anyone, are so driven to distraction by their furious, irrational hatred of the highly successful Bush administration that they miss the true horror of librool lies from the likes of what right wing bloggers like to call The New York Crimes:

Ned Lamont, Weepin' Joe Liebermonkey's challenger, is a multi-millionaire from Greenwhich, Connecticut.  He's a trust fund kid and country club grown-up who's whiter than Wonder Bread.  And he's formerly served in local gubment as a Republican.

I'm not knocking Ned Lamont.  Far from it.  I'm all for Ned Lamont.  From his senseless and sanctimonious and self-serving attacks on the Big Dog, to his appalling Omega male masochism in 2000, to his infuriating right wing ringer presence in the 2003/2004 primaries, Joe Lieberman has got to be, without question, the single worst Senator Democrats have sent to the United States Senate in a hundred years.

He's horrible.  Every time he bobs his grinning retarded garden gnome head and opens up his droopy dawg mouth, the Democratic party loses a half million votes. 

Go, Ned, go! 

All I'm saying is:  if Ned Lamont's primary challenge is what the crackerjack, ace political reporters from the librool New York Times calls "left", we're doomed.  This republic is dead and done.

Look Who Just Caught Up...

Faced with almost daily reports of sectarian carnage in Iraq, congressional Republicans are shifting their message on the war from speaking optimistically of progress to acknowledging the difficulty of the mission and pointing up mistakes in planning and execution…

…Rep. Gil Gutknecht (Minn.), once a strong supporter of the war, returned from Iraq this week declaring that conditions in Baghdad were far worse "than we'd been led to believe" and urging that troop withdrawals begin immediately…

And who led "us" to believe this?  The "liberal" media?  The decadent, elitist, coastal liberal enclaves of Fifth Columnists?  Fat Michael Moore?

Nope.

Republicans like Gil Gutknecht.

The shift is subtle, but Republican lawmakers acknowledge that it is no longer tenable to say the news media are ignoring the good news in Iraq and painting an unfair picture of the war. In the first half of this year, 4,338 Iraqi civilians died violent deaths, according to a new report by the U.N. Assistance Mission for Iraq. Last month alone, 3,149 civilians were killed -- an average of more than 100 a day…

On Tuesday, Shays joined U.S. Comptroller General David M. Walker in criticizing unreliable cost estimates of a war that is nearly 3 1/2 years old. Shays said the Defense Department has not "had respectful [cost] accounts since the end of World War II," adding that he hopes the agency will withstand an audit in his lifetime…

Jesus, forget the Defense Department!  That ship sailed a looooong time ago.  How about just trying for the ridiculous new graft machine--The Department of Homeland Security?

Do you guys get it yet?  We could defend this country, keep it safe from terrorism, and have the greatest military in the world for a fraction of what we spend every year.  If it weren't for...Republicans.  Who run for election year in and year out, decade after decade, attacking anyone who dares question the mindblowing waste and greed and corruption that has become institutionalized in the Pentagon and the new Pentagon, Jr., the DHLS.

But we can't even have a grown up, reasonable debate in this country about the five or six hundred billion dollars a year that gets spent with little or no Congressional oversite supposedly for our defense because Republicans immediately label anyone who would even like to see the receipts as "soft on terrorism" or "soft on defense".

The evolving Republican message on the war contrasts with the strong rhetoric used by House and Senate Republicans recently in opposing a deadline for withdrawal from Iraq…

"Evolving" being a nice way of saying "forced to admit what everyone who isn't an insanely partisan idiot could plainly see at least two years ago..."

Republicans and some conservative Democrats who have backed the president's call to stay the course are finding it increasingly difficult to square their generally optimistic rhetoric with the grim situation on the ground in Baghdad and other cities.

They're finding it increasingly difficult?  Why?  It was impossible from the day looting exploded in Baghdad.  Why have they insisted on lying to the American people?  Why were they not facing reality and insisting the White House do something about this unfolding disaster?

What took them so fucking long???  What took them 3000 American lives and 300 billion dollars???

"This escalating trend . . . represents the greatest danger to Iraq as it threatens to erode the government's authority," Ashraf Qazi, the U.N. envoy to Baghdad, said in a statement. "The emerging phenomenon of Iraqis killing Iraqis on a daily basis is nothing less than a catastrophe."

Three years down the road.  And the Gee Oh Pee is just starting to admit what the "angry" left was pointing out three years, 3000 American and tens of thousands of Iraqi lives, and 300 billion dollars ago.

And, still, every asshole pundit in the "liberal" media is absolutely astonished by the irrational anger on the left!

Yeah, if you doubted the really half-assed WMD case for war and if you doubted the wisdom of trying to forcefully create a Western friendly democracy in Iraq, and if you were mortified by the obvious lack of any kind of plan at all for creating that democracy, and then, for the next three years, had to endure being labeled as "defeatist", "objectively pro-Saddam", and "objectively pro-terrorist" despite being right and entirely rational and reasonable, you might be a little angry yourself.

Top that off with having the same irrational and totally wrong people, who have been calling you an enemy comforting and aiding traitor, finally, after three stupid, expensive wasted years saying the exact same things you were saying three years ago, and you might actually flip your wig, too.

I'm astonished at how little anger there is in the "liberal" media.  Frankly, in light of how much unjustified and utterly senseless carnage--tens of thousands of dead people, tens of thousands of people--not frozen embryos--but real live walking and talking men, women, girls, boys and, yes, even babies--horrendously pulverized, crippled, burnt and blown apart.

For no good reason at all. 

I find the lack of anger in the "liberal" media and amongst the pundits disgusting.  I mean, it's revolting.  It's grotesque.

What the fuck is wrong with these people?

But most of all, I think the Bush family's commitment to civil rights will be remembered for this:

(CBS) Florida's top elections officials and a leading U.S. civil rights group said on Tuesday they had settled a lawsuit that alleged Florida systematically excluded thousands of minority voters from the 2000 presidential election.

The class-action lawsuit, filed in January 2001 after George W. Bush claimed the U.S. presidency by just 537 Florida votes, alleged election officials systematically kept blacks away from voting booths by illegally dropping them from voter rolls, improperly handling their registrations so they did not appear on voter lists or by simply turning them away from polling places…

The NAACP had said the chaotic aftermath of the 2000 presidential election, won by Mr. Bush over former Vice President Al Gore after a fierce five-week court battle, provided evidence of "massive disenfranchisement of people of color."

The settlement will help restore voters improperly purged from voter lists, improve voter registration methods and help fix communication problems at polling stations.

When Jeb and George purged thousands of African American citizens from the voting rolls.  And, later, admitted it.  And then did it again in 2004.

We won't even get into Grampa trading with the Nazis.

That's some long family tradition of being committed to civil rights.

If the Gee Oh Pee would really like to court African American voters, they could, for starters, let them fucking vote in the country of their birth.

The other thing they could do is purge the awful, lawless, anti-egalitarian Bush family from their party and politics forever and ever.

Gettin' Out The Amoeba Vote

WASHINGTON (CNN) -- President Bush used his veto power Wednesday for the first time since taking office 5 1/2 years ago, saying that an embryonic stem-cell research bill "crossed a moral boundary."

Well, good for Bush!  Though, it's a mystery to me why he doesn't feel that torture, murder, and unjustified war doesn't cross some moral boundary.

Attending the White House event were a group of families with children who were born from "adopted" frozen embryos that had been left unused at fertility clinics.

"These boys and girls are not spare parts," he said of the children in the audience. "They remind us of what is lost when embryos are destroyed in the name of research. They remind us that we all begin our lives as a small collection of cells."

And Bush, whenever he talks, reminds us that, when we approach the end our lives, our brains return to a small collection of cells.  Some smaller than others.

Bush and the totally crazy whack jobs on the "religious" right would rather see 399 thousand frozen embryos thrown into dumpsters than cross the moral line of saving thousands--maybe millions--of unfrozen lives.

Because, like, maybe a hundred people might "adopt" some microscopic cells.

Once again, your Gee Oh Pee gubment working for you.

Bush said, "If this bill were to become law, American taxpayers would, for the first time in our history, be compelled to fund the deliberate destruction of human embryos, and I'm not going to allow it."

Though, the guy has no problem with compelling American taxpayers to fund the deliberate destruction of fully formed humans.

Whatever.

Good for Bush.  Way to use that veto finally. 

Because, frankly, I think the only other time the Bush administration threatened to veto anything was a bunch of anti-terrorism funding.

On September 9th.

Who Said Conservatives Have No Sense Of Humor?

They're certainly making a joke out of your government.

WASHINGTON - The House, citing the nation's religious origins, voted Wednesday to protect the Pledge of Allegiance from federal judges who might try to stop schoolchildren and others from reciting it because of the phrase "under God."

That's great!

Because, you know, everytime some little agnostic brat says the Pledge without mentioning God, like a thousand dollars goes flying out of my wallet. 

So good to see the Republican Congress continuing to put in overtime addressing the most pressing issues facing our nation--gay marriage, a national language, flag burning and the Pledge.

Oh, yeah, also pimps and hos.

With such important measures which have about zero chance of passing on their agenda, it's no wonder Republicans in Congress don't have any time to spend on, you know, actually doing their jobs.  Like overseeing the unparalleled waste of tax payers dollars:

In all, the Livestock Compensation Program cost taxpayers $1.2 billion during its two years of existence, 2002 and 2003. Of that, $635 million went to ranchers and dairy farmers in areas where there was moderate drought or none at all, according to an analysis of government records by The Washington Post. None of the ranchers were required to prove they suffered an actual loss. The government simply sent each of them a check based on the number of cattle they owned…

In one county in northern Texas, ranchers collected nearly $1 million for an ice storm that took place a year and a half before the livestock program was even created. In Washington state, ranchers in one county received $1.6 million for an earthquake that caused them no damage. In Wisconsin, a winter snowstorm triggered millions of dollars more. For hundreds of ranchers from East Texas to the Louisiana border, the shuttle explosion opened the door to about $5 million, records show…

"The livestock program was a joke. We had no losses," de Boer said. "I don't know what Congress is thinking sometimes."

Well, silly, they're thinking about little kids not saying "under God" in homeroom, something which has been costing taxpayers billions of dollars!  Congress doesn't have time to oversee Congressional programs!  You know what else Congress doesn't have time to oversee?  Executive programs!

Among the many superlatives associated with Hurricane Katrina can now be added this one: it produced one of the most extraordinary displays of scams, schemes and stupefying bureaucratic bungles in modern history, costing taxpayers up to $2 billion.

You know what else Congress doesn't have time to oversee?  Wars in which America is actually involved!

WASHINGTON (CNN) -- Nearly $9 billion of money spent on Iraqi reconstruction is unaccounted for because of inefficiencies and bad management, according to a watchdog report published Sunday.

Republicans in Congress also don't have time to oversee no bid contracts, whether members of various appropriation committees are doling out billions of dollars of public money in exchange for hookers and boats, or whether foreign nationals are being beaten to death in American custody.  They don't have time to oversee or investigate government programs involving wire tapping average citizens or monitoring their financial transactions.  Congress isn't the least bit concerned the lack of WMDs in Iraq, the awful, deteriorating state of Iraq, or about apparent total disinterest of the executive branch in catching or killing bin Laden.

Hell, this Republican Congress didn't even have time to hold hearings on September 11th!

And they certainly don't have time to even consider legislation about average Americans.  Though, they did take time out from their important Jesus debates to pass a quick and quiet vote in favor of something I'm sure every American supports--pay raises for Congress!

WASHINGTON - Despite record low approval ratings, House lawmakers Tuesday embraced a $3,300 pay raise that will increase their salaries to $168,500.

You know what?  I'm all for it.  Keep God in the Pledge.  Erect a giant white cross on the Capitol dome.  Introduce the Preznit as "His Holiness".  And close every vote in Congress with a hearty yet humble "Amen".

Why not? 

With Republicans running the gubment, only God can help us.

The Worst Americans Who Have Ever Lived

Good Lord, look at the lunatics the Bush administration and the modern Republican party have loosed on the American people:

On the June 29 broadcast of Fox News Radio's Brian & The Judge, co-host Brian Kilmeade, who also co-hosts Fox News' Fox & Friends, suggested that the U.S. government should "put up the Office of Censorship," in the wake of reports in The New York Times, the Los Angeles Times, and The Wall Street Journal detailing a Treasury Department program designed to monitor international financial transactions for terrorist activity.

And, I know, I know--various other right wing nuts have suggested that Bill Keller be tried for treason and gassed to death or that the Free Press, in the home of the glorious First Amendment, is a menace to free people.

But, now, Fox News, the official mouthpiece of the Gee Oh Pee is proposing that the information The People receive about Their government first be approved by that government?

And why?  Because it's what FDR, Democrat, would have done!

KILMEADE: …You put up the Office of Censorship. You get a consensus to journalists to analyze and then you realize what FDR realized early. Winning is everything. Freedom is -- you don't have any freedom if the Nazis are the victors. You have no one to trade with if Western Europe falls. That's the reality.

Yeah, that's the reality.  We, Americans, will never forget FDR's rousing, inspirational statement, "We have nothing to fear but no one to trade with!"

To trade with???  The new reality is that we fought fascism in Europe because if Western Europe--which, apparently, if you watch Fox News Germany is not a part of--we'd have no one to trade with.

Apparently, if you're a loyal Fox viewer--or a member of the Bush family--fascism is fine until it fucks with trade.

That's not a joke. 

I hate to be a nitpicker here, but if Western Europe fell, America certainly would have had someone to trade with.  They're called: the Germans.  You know, the people who brought the world Krupp and Thyssen, Porshe, Volkswagon, and so on.  Sure, it's not as sexy as trading with the Netherlands.  But, I'm sure, had Western Europe fallen, Bush's grandfather, Prescott, would have had no qualms about picking up where he left off.

How crazy and dumb are these people?  And they're on television every night.  With no caption beneath identifying them as totally insane.  How amazingly dumb and crazy are the millions of people who watch this crap because they watch this crap?

FDR, the great Democratic president, didn't fight Hitler for any other reason than to protect trade partners.  Also, he was no friend of the Constitution.  That's the New Reality.

And America is now in a War, just like when FDR was president--though, our cause is more just now because our War is about Freedom, whereas FDR was just taking the country to war over trade--and the government should be able to censor the free press.

Probably the only thing FDR ever did right, according the lunatics of the modern Gee Oh Pee, was keep secrets and censor the press during a time of war.  And, now, in our time of war, we should, for purposes of this war and this war only, look to the example of FDR.

Except FDR's war was declared.  Against countries.  Not behavior.  FDR's war had clear objectives.  And some conceivable way of knowing whether we've won or lost.

One way or another, the American people would know World War II was over.

The War On Terrorism?  When does it end???  How will anyone know?  When no person, anywhere in the world, is able to commit an act of terrorism???  When no person, anywhere in the world, can blow something up or shoot some innocent person for political reasons?

It's important for the government to take reasonable steps to prevent terrorism.  But declare a War on it?  It's like declaring a War on rudeness.  Someone can always be rude.  It's a War without end.  Claiming War Powers to fight a War without end is a declaration of a new form of government.

Forever.

It is repealing the Bill of Rights and much of the Constitution.  Without even asking The People.

That is the New Reality.

And why should we repeal the First Amendment until the end of time and establish another totally creepy sounding new federal agency to do so?

Because the New York Times published a story which said that the United States was monitoring international financial transactions in an effort to disrupt terrorist activities.  And that was a super huge state secret.

It was such a super huge state secret that lunatics on the right are suggesting Bill Keller should be gassed to death, that Congress is passing resolutions condemning the Free Press, that the Preznit--himself a huge leaker of state secrets--is calling the story a disgrace!

Without that story, terrorists would never have known the United States was monitoring international financial transactions with the intent of thwarting terrorist intentions!

Not unless they went to the official White House web site or, um, I don't know, watched Preznit Bush's press conferences on CNN.

THE PRESIDENT:  We know that many of these individuals and groups operate primarily overseas, and they don't have much money in the United States.  So we've developed a strategy to deal with that.  We're putting banks and financial institutions around the world on notice, we will work with their governments, ask them to freeze or block terrorist's ability to access funds in foreign accounts.  If they fail to help us by sharing information or freezing accounts, the Department of the Treasury now has the authority to freeze their bank's assets and transactions in the United States…

We have developed the international financial equivalent of law enforcement's "Most Wanted" list.  And it puts the financial world on notice.  If you do business with terrorists, if you support or sponsor them, you will not do business with the United States of America…

And, by the way, this list is just a beginning.  We will continue to add more names to the list.  We will freeze the assets of others as we find that they aid and abet terrorist organizations around the world.  We've established a foreign terrorist asset tracking center at the Department of the Treasury to identify and investigate the financial infrastructure of the international terrorist networks…

SECRETARY O'NEILL:  Thank you, Mr. President…[t]oday's executive order gives us a new weapon to deny terrorists access to funds.  The foreign terrorist asset tracking center that we announced last week is up and running, coordinating information from among government agencies with the express purpose of identifying and stamping out the financial network that funds terrorism.  And we're working with the G-7 nations, and many others, to attack all parts of a global infrastructure that finances these acts of evil.

That is a press conference.  In September of 2001.  The New York Times was invited. 

It's still on the goddamned White House web page, for crying out loud.  What exactly did the New York Times reveal to "the terrorists"?  That Bush might, for once, actually do what he publicly claimed he was going to do?

Maybe the terrorists were, again, supposed to "forget" what they already heard and so anyone reminding them of stuff Bush already told them is a traitor!

Despite the fact that Bush announced to the world, on TV, five years ago, and invited his Secretary of the Treasury to elaborate on it, that the United States was monitoring international financial transactions for the purpose of thwarting terrorists, the biggest bullshitter to ever reside on Pennsylvania Avenue had the appalling contempt for the American people and their Constitution to say this:

WASHINGTON -- President Bush said yesterday that it was ``disgraceful" that the news media had disclosed a secret CIA-Treasury program to track millions of financial records in search of terrorist suspects...

"The fact that a newspaper disclosed it makes it harder to win this war on terror," Bush said, leaning forward and jabbing his finger during a brief question-and-answer session with reporters in the Roosevelt Room.

It's crazy, isn't it?  It's infuriating. But beyond that, it's frightening.

George W. Bush will say anything to the American People.  He will lie to them and mislead without hesitation.  And, unlike the biggest liar the world ever knew, Bill Clinton, George W. Bush lies to the American People about their government.  Not about his social life.

It's not an attack on the New York Times.  It's an attack on the facts.  It's a silly, totally bullshit attack by not just the White House, but Republicans in Congress, on the Free Press altogether.  It's an attack on The People running Their government, as opposed to Their government telling them how the People will be run.
